Why does Perl need a Puppet or Chef equivalent? Is there functionality lacking in these systems that needs to be reinvented in Perl? Is it a desire to avoid the additional dependency chains of Python or Ruby? That's something I can understand for non-Linux systems.

What kind of bundled package software would attract newcomers?

Perl already have many modules but doesn't have bundled package software to attract the new comers.
